其实我在Community forum上找到了真正的解决方案：

我可以通过将以下 dll 移动到不在 PATH 文件夹中的另一个文件夹来解决问题。

我将 libEGL.dll、libGLESV2.dll、opengl32sw.dll 从文件夹 C:\Users\USERNAME\AppData\Local\JetBrains\Toolbox\bin 移动到新文件夹 -> C:\Users\USERNAME\AppData\本地\JetBrains\Toolbox\bin\tmp。或者删除它。移动文件并重新启动 jetbrains-toolbox.exe 后，我会看到一个欢迎窗口，然后是一个登录窗口。

JETBRAINS_TOOLBOX_NO_SOFTWARE_OPEN_GL = 1

或

JETBRAINS_TOOLBOX_NO_SOFTWARE_OPEN_GL = true

根据Jetbrains Issue Tracker，这个bug应该在1.7版本中修复
