当然，经过两天让自己发疯后，我最终只需要在程序集上签名即可。我的应用程序使用唯一密钥签名，因此我的本地化程序集也需要签名。仍然没有回答为什么它在我未签名的机器上工作的问题，但无论如何，它现在可以工作了！
