DIM-00014: Cannot open the Windows NT Service Control Manager.

创建Oracle数据库时出错：

OPW-00001: Unable to open password-file

DIM-00014: Cannot open the Windows NT Service Control Manager.

 

解决办法：

使用管理员权限运行CMD，然后再输入命令即可。
