在安装PostgresSQL的插件——TimeScale时候，报错could not get pg_config --pkglibdir:,
这是因为你在安装Postgres时没有将PostgresSQL所需的命令放到全局的环境变量Path中。
确保你已经安装了PostgresSQL !!!
win10是这样的：
右击电脑属性——>高级系统设置——>环境变量——>双击系统变量下的Path——>点击新增——>将你安装的Postgres bin层目录粘贴进来（我的是C:\Program Files\PostgreSQL\11\bin）
