问题是 AWS::EC2::SubnetNetworkAclAssociation 资源 ("subnetacl[1-3]") 中的 NetworkAclId 属性必须引用 AWS::EC2::NetworkAcl 资源 ("NetworkAcl[1-3]")，而不是 AWS::EC2::NetworkAclEntry 资源 ("acl[1-3]")目前。
