在您的“签名”代码中，您对原始字符串进行 base64 编码，然后将该字符串写入输出文件。但是，在 C# 端，您将该值读入 unsignedString，但从不反转 base64 编码。

最终结果是您尝试验证 base64Encoded 字符串的字节，而不是数据本身，因此 VerifyData 步骤失败。
