我发现woocommerce只会显示排序在列表顶部（最窄）的运输区域的运输方式，而这个默认设置使运输区域功能变得非常有限。

我有 2 个运营商供客户选择，UPS 和 EMS。 UPS 和 EMS 有不同的价格规则和不同的运输区域设置。

我需要创建 3 种类型的区域：

1. 仅适用于 UPS 的县
2. 仅限县 EMS
3. 使用 UPS 和 EMS 作为方法的重叠国家/地区。

这意味着我将需要创建至少 30 多个配送区域。 多半像把一个国家搞成一个航运区，那就意味着航运区没用。

我在设置EMS和DHL时遇到了同样的问题，找不到合理的解决方案。因此，我不得不花一整天的时间手动编写代码。

在这里，我将它发布给任何可能需要它的人。它将运输 ID 保存到数据存储中，并使用它们来计算和合并可选费率。
