Spring servletcontext 无法在根应用程序上下文中访问 bean

我在根应用程序上下文中有一个 bean，但 dispatcherServlet 似乎无法访问该 bean。 我有一种感觉，我所理解的根应用程序上下文并不是真正的根上下文。 据我了解， appcontext-config.xml 中定义的任何内容都在根上下文中。 servlet-config.xml 中定义的任何内容都在 servlet 上下文中。这是真的吗？

看起来 bean 引用 configurationEncryption 不在 general-config.xml 中。

另请注意：context:component-scan 完成 context:annotation-config 的工作，因此可以删除后者。
