虽然我无法使用 xammpp 软件修复这个特定错误。这个 xampp 软件是 XAMPP-VM / PHP 7.1.7。所以我从我的机器上删除了这个软件并下载了另一个版本的 xampp是7.1.7 / PHP 7.1.7。实际上xampp网站上列出了4个软件，我之前下载了xampp的VM版本。但是在安装另一个版本的XAMPP后解决了我的问题。
