首先，动态项目的创建方式不对。

我使用tomcat 8.5.57 version 与JDK 8 进行测试。

我在 tomcat 上部署项目时遇到了这个问题：

More than one fragment with the name [spring_web] was found. This is not legal with relative ordering. See section 8.2.2 2c of the Servlet specification for details. Consider using absolute ordering

我通过添加 <absolute-ordering/> 修复了 web.xml。

该项目已部署在 tomcat 上，并且正在运行。
