RelativeLayout 允许其子级重叠。 ViewPager 是第二个孩子，因此如果重叠，它将位于顶部。没有什么限制它的高度，所以它占据了整个屏幕的高度，因此它覆盖了 TabLayout。

最简单的解决方法是将 RelativeLayout 更改为 LinerLayout：
