我遇到了同样的问题，并通过更新依赖项进行了修复。这是解决方案。

包括 selenium 依赖，例如，

  <!-- <scope>test</scope> -->
</dependency>

这里的范围非常重要，因为默认情况下它在“测试”范围内。我们需要删除那个。否则在运行“mvn jetty:run”时将不会加载该依赖项。
