我认为您使用的是两个不同的 maven，通常 eclipse 带有自己的 maven 版本。您可以在 Eclipse 和命令提示符下验证您是否使用相同的 Maven 安装。

在命令提示符下，检查 Maven home/M2 home。

由于此存储库是一个 SSL 网站，因此您需要安装其认证才能通过身份验证。并且 Maven 由 JDK 运行，因此您需要将证书导入 JDK Security Store。

你可以在eclipse中传递的原因是eclipse使用不同的settings.xml作为运行maven命令，也许eclipse不使用SSL存储库。

有两种选择：
1) 不要使用 SSL maven 远程仓库，在你的 manve settings.xml 中指定一个 HTTP 仓库：http://repo1.maven.org/maven2，如下所示：
