我解决了，android 模块分为三种：

应用程序模块： 包含code、resources 并生成.Apk 文件
Android 库： 包含 code、resources 并生成 .AAR 文件
Java 库： 包含 code 并且构建生成 .JAR 文件

应用程序模块可以依赖于其他两个，我将我的 shared 模块转换为解决它的 android 库类型。
