我试过新建一个环境或者通过python2 -m pip install安装，但是效果是一样的。有什么问题？

opencv-python-4.3.0.38 不再支持 Python 2.7。在4.3.0.36 中放弃了支持；见this issue。

我找到的解决方法是安装opencv-python 4.2.0.32 版（这是Python 2.7 支持的最新版本，所有版本请参见this），如下所示：

pip2 install opencv-python==4.2.0.32
