Mojave 更改了编译 C 扩展所需的头文件的位置。您可能需要运行以下命令来安装 pg、mysql2、nokogiri 或其他需要 C 扩展的 gem：

sudo installer -pkg /Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg -target /

ld: library not found for -lssl 可能是罪魁祸首。

试试brew install openssl。另外，请查看this post 了解更多信息。

编辑：对于未来的用户，这对面临类似问题的我有用。确保将 -v 更改为所需的任何版本。我在 Rails 4.2.x 上使用0.4.10，Rails 5.x 将使用0.5.x。
