当用户有权访问他自己的个人资料时，本地化来自： 用户->UserPreferences->UserLocaleFormat->LocalFormat
当用户无法访问自己的个人资料或为空白时： Locale->LocaleFormat（其中 Locale.IsActive=true 和 Locale.IsDefault=true）
