自定义code:
"use_custom_code"：true, 不可以发卡券，不可客服消息派发卡券，
导入code模式：
"use_custom_code"：true，get_custom_code_mode：“GET_CUSTOM_CODE_MODE_DEPOSIT”，可以群发卡券，客服消息派发卡券
导入code模式创建流程
1、创建预存模式卡券，将库存quantity初始值设置为0
2、卡券审核后，调用导入code接口并核查code
3、调用修改库存接口，需令卡券库存小于或等于导入code的数目。
