New项目中没有web
Window菜单的preference没有server
解决方法：打开help->Install new software…
在work with中找到http://download.eclipse.org/releases/2018-12/201812191000，就能搜索到IDE，选着Web,AMX,Java EE…...点击next->next 选择I accept 点击finish，等IDE下载好重启eclipse。
然后就能在window->preferences->Server->Runtime Rnvironments中添加tomcat了。
也能创建web项目了。
