Unable to create any keyboard shortcuts after the iOS 6.1.3 update on iPad.

I had two keyboard shortcuts on my device before updating to iOS 6.1.3. After the update I wanted to create two more keyboard shortcuts but I am not able to do so as the area is greyed out. I cannot even delete the old ones. Anybody else having the same problem?

Turning off icloud documents made my shortcuts work instantly.
I turned it on again and it stopped working again.
Turned it off again - worked.
Turned it back on again and it seems to be working now. Hopefully stays this way.

  Turned off iCloud document sync and rebooted. Works perfectly now.

  yes. Correct solution. It works after i turn off ciloud documents.
