Failed to connect to Xilinx hw_server. Check if the  hw_server is running and correct TCP port is used.

由于我用的  是 nexys 3 的usb jtag  
解决方法   xilinx tools->configure jtag settings 
type : 选择为   Digilent usb cable  
这样就  可以了
